    Constitutes a European research network which aims at facilitating policies, content development strategies and lifelong learning service-oriented pilot developments, which would contribute to the structuring of education added-value to Europe’s cultural heritage. To this end, MENON will offer support to the consolidation of the MICHAEL Open Source Model, in order to ensure interoperability and robustness to the various national/regional cultural & scientific digital repositories, though their corresponding CMS solutions, in such a way that it will greatly facilitate the proliferation of varying, customisable and scalable learning and edutainment services, using XML etc. MENON will also contribute to the validation of such a model with learning context customisations in various education settings.

    The Flemish government agency for arts and heritage is part of the Flemish government ministry responsible for culture, youth, sports and media, including heritage digitisation policy.>

    Flanders will incorporate the Michael Service in its portal site on cultural heritage: the 'Erfgoedsite' ('Heritage Site'). Targetting a general audience, the Erfgoedsite presents heritage in a broad perspective. Its goal is to accomplish a better understanding by the public of the rich and varied content that is covered by the term 'cultural heritage'. Exploring the site means discovering a wide variety of cultural heritage, ranging from landscapes over urban legends to living heritage.

    The University of Helsinki, working in close collaboration with the National Archives and the Finnish Board of Antiquities,  serves as the national service and development unit for research libraries and is responsible for promoting library co-operation within the country and internationally. In its own field the library has responsibility for the maintenance of the collections of the cultural heritage of Finland and of other collections of national relevance as well as for the dissemination of information and the provision of information services based on these collections

The National Archive Service operates under the authority of the Ministry of Education in the sector of the Department for Education and Science Policy.

    The National Board of Antiquities preserves Finland’s material cultural heritage: collects, studies and distributes knowledge of it. The Board is a cultural and research institution, but it is also a government authority charged with the protection of archaeological sites, built heritage, cultural-historically valuable environments and cultural property, in collaboration with other officials and museums.

    The Ministry of Culture and Communication has the role of preserving and developing the French material and immaterial cultural inheritance, encouraging the creation of works of art and the spirit, contributing to the diffusion and the democratisation of culture and promoting cultural diversity. Its remit includes galleries, museums, heritage sites and world-famous institutions such as the Louvre museum in Paris.

AJLSM offers innovative open source software to support its customers in creating, managing and publishing digital information. It has extensive experience in the cultural heritage sector.

    Dédale is a French research and production agency devoted to relationships between arts, culture and new technologies. In addition to its cultural activities related to new artistic practices, it provides assistance to European cultural networks and public authorities (digitisation and valorisation of the cultural heritage, new learning environments, digital arts and new cultural venues).

Germany (MICHAEL Plus)

The Federal Constitution gives the responsibility of Cultural Affairs at the Länder level. These seven top cultural institutions will jointly act as the national agency for Germany.

    Archival institution that provides acces to the records of the federal government and its predecessors, including military records and important film collections as well as records from the central agencies and the parties and mass organisations of the former GDR. The Federal Archives are constantely improving internet access to their holdings with online-finding aids and innovative search facilities as well as pilote applications for presenting digitizations in context.

    The German National Library is central archival library and national bibliographic centre for the Federal Republic of Germany. Its task, unique in Germany, is to collect, permanently archive, comprehensively document, record bibliographically and preserve without gap all German and German-language publications from 1913 on and to make them available to the public. Publications covered by the Act are conventional printed works, those in microform, sound recording media including music, physically disseminated digital publications and net publications. With the projects KOPAL (http://kopal.langzeitarchivierung.de) and NESTOR (www.langzeitarchivierung.de) the German National Library is overseeing two co-operative projects of strategic importance for the long-term preservation of digital cultural heritage in Germany.

    The Bavarian State Library (Bayerische Staatsbibliothek; BSB) is the second largest universal library in German-speaking countries and the main archival library of the state of Bavaria. Together with Staatsbibliothek zu Berlin and the Die Deutsche Nationalbibliothek in Frankfurt/Leipzig the BSB forms the "Virtual National Library".
    The Bavarian State Library holds about nine million volumes, outstanding older collections including precious incunabula, numerous special collections (such as maps, literary remains, autographs, bookplates, portraits, the portrait and photograph archives, painters' books) as well as one of the most important manuscript collections worldwide. Founded 1997 as "Munich Digitization Centre", the Digital Library of the Bavarian State Library was established for the digitization of conventional library holdings and the subsequent provision of free online access to the digital collections.  Today the BSB provides one of the largest and fastest growing digital collections in German-speaking countries, now comprising 40 large collections with more than 120,000 digital items and a total amount of more than 11 million images.
    The library's long-term preservation efforts (in cooperation with the Leibniz Computing Centre) ensure perpetual accessibility of this vast amount of information. Apart from digitization the Bavarian State Library presently designs new strategies and workflows for the long-term storage and preservation of all kind of electronic resources.

  • Deutsches Museum - German Museum

    The Deutsches Museum is one of the biggest museums devoted to technology and natural sciences in Europe with 73.000 square meters of exhibition space, 52 departments and approximately 1.4 million visitors per year. It shows and explains the evolution of technology and science from the early beginnings to the present. The unique collection of exhibits (historical and modern) on display are supplemented by interactive experiments, dioramas, films and multi-media systems. A large library (with about 850.000 volumes) and extended archives as well as a research institute for the history of technology and sciences and the Kerschensteiner Kolleg for the advanced training of teachers, students and museum staff also belong to the Deutsches Museum.

  • Landesarchiv Baden-Württemberg - State Archives of Baden-Württemberg

    The Archives of the State of Baden-Wuerttemberg is responsible for the authentic archives of the Land Baden-Wuerttemberg. It permanently secures, preserves, makes accessible and complements mainly records created in the agencies of the government and courts of law. For almost ten years the State Archives of Baden-Wuerttemberg uses the Internet for publishing its archival descriptions and holdings. It is concerned with digitising projects, presenting selected holdings, digitised archival material and educational resources on-line. Its activities in the field of digitisation include expert experience in the digitisation of watermarks, photographic collections, newspapers, deeds and emigration records. The Archives of the State of Baden-Wuerttemberg developed a workflow and tools for the digitisation of large amounts of archival material. It is partner in the BAM project, which established a German portal of Libraries, Archives an Museums. Deploying XML and semantic standardisation it allows the three institutions to make their catalogues, online finding aids and digitised records or objects accessible via the same online portal. Being a partner in the ARCHE project, the Archives is also engaged in methods for the sustainablity of digital material. In cooperation with private and public partners, the ARCHE project developed a laser beamer for colour microfilms for the long-term preservation of born digitals or digitised documents, combined with a complete digitisation workflow including the re-digitisation of the colour microfilm.

    ICCS-NTUA is the most advanced laboratory in digitisation of Cultural Heritage of the Technical University of Athens. It is also responsible, on behalf of the whole consortium, to correlate the Michael project with the activities carried out by the MENON Network, which joins the project as a member, without a direct budget allocation.

    Ibacn is the regional Agency of culture of the Emilia-Romagna Region. From the very beginning of the Minerva project, it was involved in the different working groups, with the objective to provide a regional approach to the activities of the national governments. Its role within the project is to advance in this direction, in order to better understand the legal basis for cooperation in the provision of the services between large and small cultural institutions.

    Heritage Malta is the national agency of the Government of Malta set up in 2002 under the provisions of the Cultural Heritage Act and entrusted with the management of national museums and heritage sites and their collections in Malta and Gozo, including seven UNESCO world heritage sites. Following the recognition of four key aspects of the national cultural heritage, namely management, conservation, interpretation and marketing, Heritage Malta bases all its activities bearing in mind that all our national museums and sites have an important role to play in education, learning, access and the generation of revenue to be reinvested in the heritage sector.

    AcrossLimits has been working in the Maltese cultural digitisation issues hand in hand with Heritage Malta - the National Agency for Cultural Heritage. It has helped in the drawing up of several reports and most notably it has drafted the first National Policy on Digitisation of Cultural Heritage that has been launched for wider public consultation in February 2005.
    AcrossLimits has also participated in discussions and focus groups on the future of Cultural Heritage in the Mediterranean and is actively participating in several Culture2000 and FP6 projects on the subject, amongst which MinervaPLUS.It has organised workshops and training events on the subject to participants from EUMEDIS projects in North Africa. Finally it is currently researching on  issues dealing with the protection and traceability of stolen historical artefacts and how this can be mitigated with proper applications of technology.
